Pilgrim Applies for Permit After Critics Squawk to Selectmen. Wicked Local Plymouth, Dec 14, 2012. On Dec 4th, EcoLaw attorney Meg Sheehan told the Plymouth Board of Selectmen that aerial photographs taken in Sept. 2012 suggested Pilgrim Nuclear Power Station had started building padding for dry cask storage units. The next day Entergy filed a request with the building inspector for a permit to construct a 14-foot high, 210-foot long retaining wall.
